What AB 506 requires of your organization

California AB 506 background check requirements took effect January 1, 2022. The law applies to any youth-serving organization — churches, schools, nonprofits, sports leagues, camps, after-school programs, and any group whose primary purpose involves children under 18.

Every administrator, employee, and regular volunteer needs a DOJ Live Scan background check. Name-based checks no longer qualify. Fingerprints submit to both the California DOJ and the FBI for state and federal review.

Each volunteer brings a completed BCIA 8016 with your organization’s ORI and the application code filled in.

Each applicant brings photo ID. Our certified roller captures electronic fingerprints in under 10 minutes per person.

Results submit electronically to your Custodian of Records. Most clearances return within a few business days.

Common questions

Frequently asked questions about AB 506 fingerprinting

Who exactly counts as a “regular volunteer” under AB 506?
A regular volunteer is anyone 18 or older who has direct contact with children for more than 16 hours per month or more than 32 hours per year. One-time helpers and parents at occasional events generally don’t qualify.
Does our church or nonprofit need an ORI before we can fingerprint?
Yes. Your organization applies for an Originating Agency Identifier (ORI) through the California DOJ Agency Authorization Portal. We don’t handle the ORI application — that’s your job — but once you have it, the fingerprinting step is what we do.
Will a name-based background check satisfy AB 506?
No. The law specifically requires Live Scan fingerprint-based checks. Name-only checks don’t qualify. Fingerprints submit to both the California DOJ and FBI for state and federal review.
Do volunteers have to redo Live Scan if they switch organizations?
Yes. Live Scan results aren’t transferable — each youth organization needs its own ORI submission. A volunteer who’s served at one church and joins another church needs a new Live Scan tied to the new church’s ORI.
Can you come to our facility for an AB 506 group session?
Yes — that’s our most-requested service. Whether you’re a church, summer camp, or sports league, our AB 506 fingerprinting Bay Area mobile sessions are $50 per person plus $100 travel for up to 10 miles. See mobile group page for details on Live Scan for camps and other groups.
How long do AB 506 background results take?
Most clearances return to your Custodian of Records within a few business days, varying by DOJ and FBI workload. Fingerprinting itself takes about 10 minutes per applicant. Subsequent arrest notification is also available.
What about Mandated Reporter Training?
The law also requires Mandated Reporter Training for the same volunteers. We don’t provide training — the California Department of Social Services offers it free online. We focus on fingerprinting; training and policy work happens through other channels.
What space do we need for an on-site session?
Just a quiet room with a chair, a table, and a power outlet — a Sunday school classroom or office works fine. We bring everything else: equipment, supplies, and a privacy screen for applicant comfort.
