AB 506 Live Scan Fingerprinting for Churches, Nonprofits & Youth Organizations in San Jose
California law requires Live Scan fingerprint background checks for all employees and volunteers who work with children. Walk-in and mobile group fingerprinting for AB 506 compliance throughout San Jose and Santa Clara County.
California Assembly Bill 506, effective January 1, 2022, requires all youth service organizations to conduct fingerprint background checks, provide mandated reporter training, and adopt written child protection policies. The law applies to churches, nonprofits, youth sports leagues, scouting organizations, after-school programs, and any organization that employs or uses volunteers who have direct contact with children.
A "regular volunteer" under AB 506 is defined as anyone 18 or older who has more than 16 hours per month — or 32 hours per year — of direct contact with minors. This includes coaches, Sunday school teachers, youth group leaders, team parents, board members, and camp counselors. A name-based background check does not satisfy AB 506 — it must be a Live Scan fingerprint submission to the California Department of Justice.
Previous background checks conducted through national organizations like BSA, AYSO, or Kiwanis via third-party services do not comply with AB 506. All staff and volunteers must complete a new Live Scan fingerprint submission. Live Scan results are not transferable between organizations — each organization needs its own ORI number, and each volunteer must be fingerprinted separately for every organization they serve.
AB 506 Requires Three Things
- 1Live Scan Fingerprint Background CheckAll administrators, employees, and regular volunteers must submit fingerprints to the California DOJ via Live Scan. The DOJ checks state and federal criminal databases and provides ongoing arrest monitoring.
- 2Mandated Reporter TrainingAll covered personnel must complete state-approved child abuse and neglect identification training. Free training is available through the California Department of Social Services. One-time requirement.
- 3Written Child Protection PoliciesOrganizations must adopt and distribute written policies for all programs involving children. Each program — youth groups, sports, camps, music — requires tailored policies.
Failure to comply with AB 506 can result in criminal prosecution of mandated reporters and loss of General Liability insurance coverage. Insurance companies are increasingly verifying AB 506 compliance before issuing or renewing policies.
Churches & Houses of Worship

Get Your ORI Number from the DOJ
Apply with the California DOJ to become an authorized applicant agency. You'll receive an ORI number — the process takes 8–12 weeks. You'll also designate a Custodian of Records (COR) who receives results. Call us at (408) 766-3528 if you need help.
Prepare Your Live Scan Request Forms
Using your ORI number, prepare BCIA 8016 forms for each person. Each form must include your organization's specific ORI and routing information. Volunteers bring this form plus a valid photo ID.

DOJ Processes Results & Notifies Your COR
Fingerprints are transmitted electronically to DOJ and FBI. Results return to your COR within a few days to two weeks. DOJ continues monitoring and notifies your organization of any future arrests or convictions.
